A very unusual signed document appointing a Counsel General to Ecuador, 7/15/97 countersigned by future Supreme Court Justice William Day as Acting Sec. of State and then accepted with a signed endorsement on the bottom from Ecuador's President Eloy Alfaro who like McKinley would be murdered. This is possibly a unique combination of signatures by McKinley and another murdered head of government. It is a most unusual example of an otherwise common presidential document.
